Sheboygan City Attorney accused of misconduct in office, abruptly resigns
The Fond du Lac Police Department recommended charging the former City Attorney with felony Misconduct in Public Office
SHEBOYGAN — The long-time Sheboygan City Attorney abruptly resigned last month after multiple investigations revealed disturbing activities at City Hall.
The Fond du Lac Police Department released a 127-page report detailing their months-long investigation into Charles C. Adams, who has served as the City Attorney since 2015. Before being elected City Attorney in 2015, Adams was hired as an Assistant City Attorney in 1996. The investigation started on June 18, 2024 when the Sheboygan Police Department requested Fond du Lac Police conduct an investigation into suspected misconduct in office involving City of Sheboygan employees.

During a meeting which included former Police Chief Chris Domagalski, current Police Chief Kurt Zempel, District Attorney Joel Urmanski and IT Director Matthew Greenwood, Fond du Lac Police detectives were presented with information about the belief that documents and emails of city employees were being accessed by individuals who would not have the legal authority nor the need to access them.1
The report accused Adams of searching and viewing emails of other city employees.2
Fond du Lac Police wrapped up their investigation in November and recommended charging Adams with felony Misconduct in Public Office, a charge the Sheboygan District Attorney's Office would review. As of April 7th, Charles has not been charged with a crime. Adams unexpectedly resigned3 just two days after the Common Council met in a special closed-door session on March 17th to hear details about an investigation conducted by von Briesen and Roper, an outside law firm, that was looking into his job performance as City Attorney.4
