Man found dead at Sheboygan construction site
49-year-old Richard Welcher was found lying in the mud

SHEBOYGAN — A body was discovered Sunday at the Gateway Apartments construction site on Sheboygan’s north side.
Officers responded to the construction site at North 13th Street and Erie Avenue shortly after 5 PM on Sunday, March 30th to check the welfare of an individual found lying in mud. When officers arrived, they discovered 49-year-old Richard Welcher deceased. Detectives were called to the scene to assist officers with the investigation.

According to the Sheboygan Police Department, no foul play is suspected but the investigation is ongoing. The Sheboygan County Medical Examiner’s Office will conduct an autopsy. A fundraiser is scheduled to assist Welcher’s family with funeral arrangements at Water Street Pub in Sheboygan on Saturday, April 5th.
The property where Welcher’s body was found is owned by Milwaukee developer Anthony Kazee1 where the Partners for Community Development Gateway Apartments are being built. The $9.8 million dollar project will offer 44 affordable housing units.2 Before construction began late last year, the land sat vacant since 2014 when the City of Sheboygan demolished several homes to revitalize the Gateway Neighborhood.
Construction could be completed by November 2025.
